SUBJECT: 2016-2017 Federal Program Monitoring Schedule for Certain Programs under the Elementary and Secondary Education Act of 1965

The Elementary and Secondary Education Act of 1965 (ESEA), as amended, requires states to monitor school divisions for compliance in certain program areas.  The purpose of this memo is to notify certain school divisions that they will receive an on-site or online federal program monitoring for the 2016-2017 academic year for Title I, Part A, Improving Basic Programs Operated by Local Educational Agencies; Title I, Part C, Education of Migratory Children; Title I, Part D, Prevention and Intervention Programs for Children and Youth who are Neglected, Delinquent or At-Risk (Subpart 1 for state agencies and Subpart 2 for school divisions); and Title III, Part A, Language Instruction for Limited English Proficient and Immigrant Students.  In addition, selected divisions will participate in a pilot of the Title VI, Part B, Subpart 2, Rural and Low Income School Program federal program monitoring protocol.  School divisions and federal programs to be monitored during the 2016-2017 school year are listed in Attachment A.  The full three-year monitoring schedule is available in Attachment B.
  

In preparation for the monitoring, the Office of Program Administration and Accountability offers technical assistance to school divisions.  A PowerPoint is posted on the Federal Program Monitoring for ESEA Programs Web page. This slideshow is intended for all program areas, and will familiarize school divisions with the federal program monitoring protocol and monitoring procedures. In addition, program specific webinars will be held according to the schedule below.
