Preschool Pilot Grants |
To expand access to high quality preschool for
currently unserved four-year-olds, the Secretary of Education and the Secretary
of Health and Human Resources are pleased to announce a Preschool Pilot Grant
opportunity. Subject to appropriation by
the 2007 General Assembly, six communities will be awarded one-year pilot
grants for the period of July 1, 2007, to June 30, 2008. The pilots will test strategies or models of
high-quality preschool network delivery.
The pilots will build on the strengths of existing programs, but will
address the barriers to serving all eligible children. The pilots will focus on increasing the
quality, consistency, and strength of
Each community pilot may receive an average of
approximately $120,000 for start-up costs and an average of approximately
$650,000 for the state share of per pupil funding. Each awarded community will serve up to
approximately 200 four-year-old students not currently served by a
publicly-funded preschool program. The pilot grants are competitive and awarded
on a one-time basis. Applicants must
demonstrate their readiness to begin activities immediately upon award
notification with the goal of enrolling the additional students for the
2007-2008 academic year.
The applying agency must be a school division, city
or county government, or local department of social services. Localities are encouraged to consider
multi-jurisdictional applications, where appropriate, to facilitate regional
planning and delivery.
Two technical assistance pre-proposal opportunities
are available to entities that may be interested in applying for a grant, one
as an audio-conference and one as an on-site meeting. Attachment A contains a pre-registration form
for both the audio-conference and the on-site meeting.

The grant application package and budget worksheet are available at the following website: http://www.doe.virginia.gov/VDOE/Instruction/Elem_M/early.html. Completed applications must be received by the Department of Education by 5 p.m. on March 15, 2007. Faxed copies will not be accepted. Grant recipients will be selected by April 15, 2007. The number and amount of grants awarded in FY 2008 is contingent on the appropriation of funds in FY 2008 by the 2007 General Assembly. Funding would be available July 1, 2007.
